Frankenstein's Monster sees the villagers gathering at night, burning wicks in hand, angry, determined to destroy. Suddenly, they're all around him, closing in slowly, one step, then another. One of the villagers then steps forward and says,
"'Ave you seen a werewolf around 'ere? We're lookin' to roast 'im."
The Monster points down the side road, and the horde of villagers runs off down the road, whooping, drooling for the kill.....

The news services report that Dracula is on strike this Halloween. He seeks a 150-year extension on his entertainment contract. He also wants exclusive rights to his name and image. "Drac feels deeply hurt when he sees all these shlocky attempts at imitating him on ads and TV shows, and at parties", said his agent Murray Fronkenshteen. "Each time he sees it, it's like they were driving a stake into his heart."

It's an observation, not Scripture, at least not that I know of. The Prophets hint at it sometimes. I don't know Proverbs well enough to know if there's anything there.
I'm one of those who thinks that in Halloween, we worry about the things we shouldn't (ghost stories, witch costumes, eery music, horror movies) and don't worry about the things we should (the effect of some evil symbolisms on those with psychological problems; the advertisements which urge people to have drunken parties; a preoccupation with death and the dead; those who entrust themselves to spiritual powers which are really all about power).
Remember what the next day is : celebrate the saints. Which means : celebrate each of us who believe in Christ -- including the trick-or-treating children -- and whatever it is they have done or said due to their Christian faith.
