It's an observation, not Scripture, at least not that I know of. The Prophets hint at it sometimes. I don't know Proverbs well enough to know if there's anything there.
I'm one of those who thinks that in Halloween, we worry about the things we shouldn't (witch costumes, eery music, horror movies, kiddie parties) and don't worry about the things we should (the effect of some evil symbolisms on those with psychological problems; the ads which urge people to have drunken parties; a preoccupation with death and the dead; and, the few people who are really serious about beliefs that urge us to control others through symbols of fear).
Remember what the next day is, and celebrate the saints. Which means : celebrate each of us who believe in Christ -- including those children, and whatever it is they have done or said due to their Christian faith.
